Kombo and Merge Alternatives for a European Benefits Platform: GDPR, EU Data and US Payroll Write

No single vendor is strongest on EU HRIS coverage, region choice for data, and benefits read plus US payroll deduction write: the vendors that document US deduction write (Bindbee, Finch, Knit, and Unified.to on Paylocity only) are not the most EU-focused, and the EU-centred options (Kombo, Apideck) document no benefits model and no deduction write.

By Eli Wilson · Published

Short answer: no single vendor is strongest on all three things an EU + US benefits platform needs: EU HRIS coverage, region choice for data, and benefits read plus deduction write on US payroll. The vendors that document deduction write into US payroll (Bindbee, Finch, Knit, and Unified.to on Paylocity only) are not the ones with the deepest EU focus. The EU-centred options (Kombo, Berlin-headquartered; Apideck, EU-hosted by default with many EU payroll systems listed) document no benefits model and no deduction write, and Apideck documents no US region.

So the decision comes down to where your revenue sits. If most of your customers are in DACH and you mainly need employee data, Kombo and Apideck are the ones to evaluate first. If US employers and payroll deduction write matter, compare Bindbee, Finch and Knit system by system, and check each one’s region options. Merge (US, EU, AP regions) and Unified.to (US, EU, AU) offer the widest region choice, but Merge doesn’t document deduction write and Unified.to lists it only on Paylocity among the US systems checked.

When each vendor fits

Bindbee

Fits when US employers carry a meaningful share of revenue and you need benefits read and deduction write on major US payroll (Write: Supported), with US and EU data residency selected per customer and BAAs on Pro and Enterprise. Weak on EU-native payroll write and EU benefits read. See write payroll deductions.

Merge

Fits when you need US, EU and AP regions, broad category coverage and a published entry price (Launch: first 3 production linked accounts free, then $650/month up to 10 and $65 each after). Launch syncs daily at 100 requests/min with 3-day logs; passthrough, SFTP and field-level scopes are on Professional and Enterprise. Deduction write is not documented in its HRIS common models.

Finch

Fits US benefits and retirement use cases: Deductions (write) on Pro, the plan that also includes its 250+ providers, many of them assisted connections that refresh every 7 days and write back within 2 business days. Per-provider deduction coverage was not verified. EU coverage and hosting regions were not verified for this article.

Kombo

Fits a DACH-first product that mainly needs employee data: Berlin HQ, strong EU HRIS coverage, an annual platform fee plus a per-connection fee that falls with scale, and a free proof of concept. Benefits, dependents and deduction write are not in its OpenAPI; payroll read (pay runs, payslips) lists UKG Pro and UKG Ready only. Bindbee’s vs-Kombo page reports benefits on Kombo’s Q4 2026 roadmap; nothing on kombo.dev confirms or dates it.

Apideck

Fits an EU-first product that needs EU payroll and HR systems (it lists Personio, HiBob, SD Worx, AFAS, Visma Nmbrs, Loket.nl and PayFit) with data hosted in the EU by default and published per-consumer pricing. It has no benefits model and no deduction write, and no US region is documented, which matters once US employers or US hosting enter the picture.

Knit

Fits when US deduction write matters on systems such as ADP Run, ADP Workforce Now, Paycor, Paychex and Paylocity, and you want US, EU or India residency (confirm which plan includes it). Its EU payroll coverage was not verified for this article, and it has no benefits plan or enrollment model.

Unified.to

Fits when region choice (US, EU, AU) and per-call pricing with unlimited connections suit you. Deduction write is listed only on Paylocity among the US systems checked, and coverage depth varies a lot by connector. Its HIPAA and BAA claims (BAA on Scale) are relevant if US health data is in scope.
